15) TAPE workshop on the curation and preservation of audiovisual collections - University of Glasgow, Scotland, UK Monday 12th – Friday 16th May 2008

Workshop content
This five-day workshop will provide an intensive grounding in the theory and practice of audiovisual archiving, enabling curators to develop strategies to safeguard their collections.  The training will be led by a range of expert film, video and audio curators from across Europe.  They will address issues such as the handling and storage of analogue originals, digitisation and restoration, managing digital assets and enabling access and reuse.

The workshop will emphasise practice, using case studies and workshops to enable delegates to develop solutions for their specific context.  By the end of the workshop delegates will be able to identify which of their collections are at most risk of loss so work can be prioritised, and will be able to recommend policy changes to improve the management and dissemination of collections.

16) Seminars on PREventive COnservation and Monitoring of the Architectural Heritage: Val de Loire 2008, France, 26 May 2008 - 31 May 2008

  • Recalling the outcome of the first SPRECOMAH seminar in Leuven 2007 This will be done with regard to: non-destructive testing methods, modeling, diagnoses (including methodology), certain categories of structures and architectural heritage, existing legislations, some non-EU experiences.  
    The experience of Monumentenwacht Flanders (Belgium) was put forward - including practical demonstrations - as a very relevant model, transferability of which is worth exploring within other European contexts or even possibly beyond.  
  • Lectures and presentations. Lectures and presentations will be given on existing prevention practices and policies, methodologies and related research in EU countries and possibly a selection of non-EU countries (by the project partners, and participants selected through the call for papers).
    A selection of - but not all - papers will be devoted to the interaction between water and architectural artifacts, or will focus on themes which are particularly relevant preventive architectural conservation in river corridors (see Themes of the second seminar below). The location of this second seminar at the very core of the Val de Loire valley is one of the reasons to include this subject in this second SPRECOMAH seminar programme. 
    A presentation on the outcome of the EC COMPASS project (see: http://www.compass-salt.org/) will be given on the effect of salt and moisture on wall plasters. Discussion will follow on the transferability of this experience into other environments.

  • On-site demonstration and workshop. On-site demonstration will be provided by different experts and practitioners in preventive conservation field.
    Monumentenwacht Nederland, the NGO providing regular inspections of valuable buildings and advice to owners in Holland will give a demonstration of an inspection. Fieldwork will be carried out with focus on diagnoses, performing measurements by non-destructive testing means, understanding the behaviour of structures and their interaction with the landscapes in which the monuments are imbedded. Attention will be paid also as to understanding the human and social dimension of conservation (i.e. a group of structures). 
    On-site demonstrations of non-destructive testing (NDT) methods (e.g. thermography and/or radar) will be provided by the BAM institute from Berlin.
    The MDDS or "Masonry Damage Diagnostic System", the user-friendly computer-aided diagnostic system and decision-making support tool for organisations working in preventive architectural conservation will be introduced to the participants through a practical workshop on-site. The tool was developed through the EC COMPASS project (see above). 

  • Discussion and evaluation of presented research and practices. Group and plenary discussions on policies and practices in the EU (with possible references to non-EU countries) will take place from a comparative point of view.

  • Drafting the research guidelines. Through a joint discussion, the SWOT analysis and the integration of the outcome of both seminars (June 2007 Leuven SPRECOMAH seminar, May 2008 Val de Loire SPRECOMAH seminar), guidelines will be drafted, so to be forwarded to the European Commission to enable active implementation of preventive conservation, maintenance and monitoring in EU Cultural Heritage policies.

Themes of the second seminar :

  • Preventive actions and the interaction between the environment and the architectural heritage. This part of the seminar will focus on possible preventive actions aimed at conserving the architectural heritage within large-scale settings. Examples will include, but will not be limited to the case of cave dwellings (troglodytes) in the Loire Valley and to possible preventive actions to protect cultural landscapes including architectural elements not infrequently mixed with natural ones. Another area of interest to be tackled is the long-term behaviour of massive buildings and their damages under long-term heavy loads. Comparisons with other European experiences will be welcome.

  • Floods and heritage. Possible methodology, techniques and actions to be implemented in a preventive manner with a view to protect flood-prone sites and elements of movable and immovable heritage. Examples: research methodology on the deterioration of flood-prevention civil engineering works (and on ways to prevent it), such as the Loire levies, action plans to localise ‘valuable’ artifacts in the occurrence of a flood. The Val de Loire related experience and possible EC research initiatives in this area will be presented by senior project partners. This will include preliminary results of the EC-supported CHEF project (Cultural Heritage Protection against Flood), funded under the Sixth Framework Programme. Presentations from young researchers from other European flood-prone heritage areas will be welcome.

  • Preventing deterioration of materials in heritage structures. Research and evaluation (e.g. non-destructive evaluation techniques, modelling of deterioration processes including by building/construction, geographic/geological typologies, etc.) will be presented. Presentations on non-destructive testing (NDT) methods and techniques, of their description and validation, and of the input of NDT results into modeling tools will be included. The presentations in this session will include, but will not be limited to the interaction between water and soft limestone materials (such as the Val de Loire tuffeau stone).

  • Comparative study of preventive architectural conservation systems (hyperlink). The debates will build upon the « Monumentenwacht » example, while French cases in preventive architectural conservation which will be presented in details. Participants from other countries are welcome to introduce their comments and draw comparisons.  Special attention will be given to the replicability of the Monumentenwacht experience (legal and administrative, technical aspects) and within other European contexts. Background and content
Cultural heritage has grown in size and diversity, as have the professions responsible for its protection and use. More than ever, there is a need to engage in a constructive and critical dialogue the various professions and stakeholders who can contribute to conservation and restoration decisions. The course begins with a brief look at the mechanisms of decision-making in other fields, and then analyses decision processes within our own field of cultural heritage. Issues include value systems and their application, professionals and their responsibilities, users and their expectations, resources and their availability - all within diverse social, cultural, legal, and economic contexts. Working from cases brought by participants, and examples in situ, the course will explore both the universal and the specific nature of decisions made. The aim is to improve conservation decisions by ensuring transparency, clarity, and the effectiveness of the process.

Methodology
Participants will be involved in case studies, site visits, seminars, and presentations. Opportunities will be provided to share in a variety of large and small group activities. Significant time will be allocated for consultation with the staff of partner institutions, or for individual research.

Participants
The course is designed for any professional actively involved in heritage preservation projects: i.e., anthropologists, archaeologists, architects, art historians, collections and site managers, conservators-restorers, conservation scientists, curators, directors of small to medium size museums, galleries and archives, registrars. At least five years of working experience at a decision-making level is preferred. The course will also interest those involved in training activities. Candidates must submit with their formal application a 500-word summary of their experience, and how the course relates to their current or future projects. A maximum of 20 participants will be selected, representing a variety of disciplines and contexts.

Course fee: 900 € (Euro).

Travel, accommodation and living expenses
Participants will be responsible for their round trip travel costs to and from Rome. In order to cover accommodation and living expenses in Rome during the course, participants should plan for a minimum total allowance of Euros 1400. Candidates are strongly encouraged to seek financial support from sources such as governmental institutions, employers and funding agencies.  ICCROM may be able to offer a limited number of scholarships to selected candidates who have been unable to secure funding.
